Community Development
Based on a set of core values covering social inclusion, equality and respect for diversity, local and community development seeks to harness all the potential resources at the disposal of communities by bringing together people, groups, and agencies, voluntary and statutory bodies to make a positive difference in the development of sustainable communities. The notion of ‘working with’ rather than ‘on’ or ‘for’ people is central to progressive and proactive processes that seeks specific results in terms of desired changes in individuals, groups, neighbourhoods and social and economic conditions.
Training and Labour Supports
Carlow County Development Partnership (CCDP) supports employment and community development through SICAP, Tús, and the Rural Social Scheme (RSS). SICAP provides training and support to help individuals overcome social exclusion and unemployment. Tús offers short-term work placements for jobseekers, enhancing skills and employability through community projects. RSS supports low-income farmers and fishers with part-time work in local initiatives. These programmes maximise individuals potential, strengthen communities, and contribute to Carlow’s social and economic growth
Rural Activation
Rural activation in Carlow is driven by the LEADER, SICAP, Tús, and Rural Social Scheme (RSS) programmes, which support employment, enterprise, and community development in rural areas. LEADER provides funding and guidance for rural businesses, community projects, and social enterprises, fostering economic growth and innovation. SICAP mentors small startup business and social enterprises. Tús offers short-term work placements that help unemployed individuals gain skills while contributing to local projects, while RSS supports low-income farmers and fishers with part-time community work, ensuring both financial stability and rural development. Together, these programmes impact rural livelihoods, strengthen local services, and promote sustainable community growth.
SEAI Master Plans
SEAI (Sustainable Energy Authority of Ireland) Master Plans provide communities with a structured roadmap to improve energy efficiency, reduce carbon emissions, and transition to renewable energy sources. These plans assess local energy use, identify opportunities for cost savings, and support the development of sustainable energy projects, such as retrofitting homes, installing solar panels, or developing community energy initiatives. By implementing an SEAI Master Plan, communities can lower energy costs, create local employment, enhance energy security, and contribute to Ireland’s climate action goals, fostering a more sustainable and resilient future.
